
Security culture has long occupied an uncomfortable position in the CISO's toolkit. Everyone in the security profession acknowledges that it matters—substantially, perhaps more than any single technical control. But when boards and executives ask how it is being measured and managed, many security leaders struggle to answer with the precision that finance, operations, and other business functions routinely deliver.
This struggle is not inevitable. It is a product of how security culture has historically been defined and approached—as a qualitative, atmospheric property of an organization rather than as a measurable set of behaviors that can be tracked, analyzed, and systematically improved.
The CISOs who are most effective at securing budget, demonstrating program value, and genuinely reducing human risk are those who have moved beyond the atmospheric definition of security culture and adopted a behavioral measurement model. This guide describes that model in practical terms.
Redefining Security Culture for Measurability
The conventional definition of security culture—something like "the shared values, beliefs, and behaviors that determine how an organization's members think about and respond to security"—is accurate but operationally useless. You cannot put a dashboard on "shared values." You cannot trend "beliefs" over time in a way that a CFO can evaluate.
A definition built for measurement looks different. Security culture, for measurement purposes, is the aggregate of observable, security-relevant behaviors across your workforce at a given point in time.
This behavioral definition is not a reduction of security culture to mere compliance metrics. It is a recognition that culture, whatever its deeper nature, ultimately expresses itself through behavior—and that behavior is measurable in ways that values and beliefs are not.
When you measure how employees respond to simulated phishing emails, how quickly they report suspicious activity, how they handle sensitive data, and how their security behaviors change in response to training and intervention, you are measuring the behavioral expression of security culture. Trend that measurement over time and you have a dynamic, quantitative picture of whether security culture is improving or deteriorating—and where. This is the foundation of effective human risk management.
The Behavioral Metrics That Actually Matter
Not all security-relevant behaviors are equally measurable or equally meaningful for culture assessment. The metrics that provide the most reliable signal of security culture health fall into several categories.
Phishing susceptibility metrics. These are the most direct and widely used behavioral measures of security culture at the individual and organizational level. They include:
Phishing click rate—the percentage of employees who engage with a simulated phishing link. This is a primary indicator of baseline susceptibility. High click rates do not necessarily indicate poor culture; they often reflect undertrained employees who would improve with consistent program exposure. Trend direction matters more than absolute value.
Credential submission rate—the percentage of employees who enter credentials on a simulated phishing landing page. This is a more serious behavioral indicator than click rate alone, because it reflects not just curiosity but a complete failure of verification instinct. Organizations should track this separately from click rate.
Reporting rate—the percentage of employees who identify and report a simulated phishing email to the designated security channel. This is the positive behavioral indicator that most directly reflects security culture strength. An organization with a high reporting rate has employees who are actively engaged in collective defense—exactly what a strong security culture looks like in practice. This metric is as important as click rate and is often substantially more informative about culture trajectory.
Training engagement metrics. Completion rate—the percentage of employees who complete assigned training modules—is the baseline compliance metric. But completion rate alone tells you nothing about engagement quality. Supplementary metrics include time-on-task (do employees spend enough time on training to have genuinely engaged with it?), assessment performance (are employees demonstrating comprehension rather than clicking through?), and repeat engagement (do employees return to optional training content, suggesting genuine interest rather than compliance-only motivation?).
Incident reporting velocity. How quickly do employees report suspected real phishing attempts or security incidents after identifying them? A security culture where employees feel empowered and motivated to report immediately produces significantly faster incident detection than one where reporting feels burdensome or risky. Tracking the average time between a suspected incident and its report to the security team, and trending that metric over time, provides a meaningful signal of reporting culture health.
Near-miss reporting volume. In mature safety cultures—the model that many security leaders borrow from industrial safety management—near-miss reporting is treated as a primary leading indicator of culture strength. Organizations where employees actively report situations that did not result in an incident but could have are organizations with high psychological safety around security, strong trust between employees and the security function, and a workforce that views security as a shared responsibility. The volume and quality of near-miss security reports is a meaningful culture metric that most organizations do not currently track systematically.
Policy compliance behavior. Whether employees comply with security policies—password requirements, clean desk standards, data classification and handling rules—is measurable through technical monitoring and periodic audit. Consistent policy compliance across the organization reflects a culture where security expectations are understood, accepted, and internalized. Systematic policy non-compliance, even when it does not immediately result in an incident, is a leading indicator of cultural disengagement.
Building a Security Culture Scorecard
Translating these behavioral metrics into a coherent, executive-friendly view of organizational security culture requires a scorecard or index framework that aggregates individual metrics into a single, comparable score.
The construction of a security culture scorecard involves three design decisions.
Metric selection. Choose the behavioral metrics that are most meaningful for your organization's risk profile and most reliably measurable given your current data collection capabilities. Starting with three to five core metrics and expanding over time is preferable to attempting to track twelve metrics poorly. Phishing click rate, reporting rate, and training engagement are typically the most accessible starting points.
Weighting. Not all metrics are equally indicative of security culture health. Reporting rate arguably reflects culture more directly than click rate, because reporting is an active, voluntary, pro-social behavior that requires motivation rather than simply the absence of a failure. Your scoring model should weight metrics in proportion to their cultural signal strength, not simply in proportion to their measurement convenience.
Normalization and benchmarking. Individual metrics gain meaning through comparison—to prior periods (is this metric improving?), to internal segments (which departments are above or below the organizational average?), and to external benchmarks (how does your organization compare to similar organizations in your industry?). A scorecard that contextualizes each metric against these reference points is significantly more useful for decision-making than raw numbers in isolation.
The resulting scorecard—a single index number or small set of category scores with supporting trend data and benchmark comparisons—provides executive stakeholders with an intuitive, continuously updated picture of security culture health that does not require a security background to interpret.
The Leading and Lagging Indicator Distinction
One of the most important conceptual shifts in security culture measurement is the distinction between leading and lagging indicators—and the recognition that most organizations over-rely on lagging indicators while systematically neglecting leading ones.
Lagging indicators measure outcomes that have already occurred. Security incident frequency, data breach costs, compliance violation counts, and mean time to breach detection are all lagging indicators. They tell you what happened, but by the time they register, the events that produced them are in the past. They are useful for understanding historical patterns but provide limited ability to predict or prevent future incidents.
Leading indicators measure behavioral conditions that predict future outcomes. Phishing click rate trends, reporting rate trends, training engagement levels, and near-miss reporting volume are all leading indicators. They measure current behavioral states that the research literature associates with future incident risk—allowing you to intervene proactively rather than respond reactively.
Security culture measurement that relies primarily on lagging indicators—incident counts, breach costs—is fundamentally reactive. A security culture measurement model built around behavioral leading indicators is predictive and gives you the ability to identify and address deteriorating conditions before they manifest as incidents.
This distinction matters enormously for how CISOs communicate with boards and executives. A CISO who can present a dashboard showing that phishing click rates have declined 22 percent, reporting rates have increased 35 percent, and training engagement is up across three consecutive quarters is presenting leading indicators of improving security posture. That presentation is substantively different from—and more valuable than—reporting that there were four phishing incidents last quarter, down from six the previous quarter. Communicating Security Culture Metrics to Board and Executive Audiences
The technical security team understands why a 12 percent phishing click rate is meaningful. Board members and executive stakeholders—whose backgrounds are in finance, operations, law, and business strategy—need more translation than most security leaders provide.
Effective security culture communication for board-level audiences rests on three principles.
Connect every metric to a business consequence. A click rate is not a standalone number—it is an indicator of the probability that a phishing attack against your organization results in a credential compromise or malware delivery. A reporting rate is not just a program metric—it is a measure of how quickly your organization would detect a real phishing campaign in progress. Translate every technical metric into its business-relevant implication before presenting it to non-technical stakeholders.
Use trend lines, not snapshots. A single data point is always ambiguous. A trend line tells a story that executives and board members can interpret without security expertise. Is the click rate going up, down, or flat? Is the reporting rate improving? Is training engagement increasing? Trend data, presented visually, communicates program health in a format that resonates with how business leaders evaluate any operational improvement initiative.
Benchmark against external reference points. Internal trend data answers the question "are we improving?" External benchmarks answer the equally important question "how do we compare to others like us?" Both questions matter for board-level evaluation. Industry benchmark data—showing that your organization's phishing click rate is below the industry average, or that your reporting rate is in the top quartile for your sector—contextualizes your performance in a way that internal trend data alone cannot.
The Technology Stack for Security Culture Measurement
Measuring security culture behaviors at scale requires technology that captures, aggregates, and analyzes behavioral data across the workforce. The primary components of a security culture measurement technology stack include the following.
A phishing simulation platform that produces behavioral data at the individual and group level, with trend tracking across campaigns and the ability to segment results by department, role, seniority, and other relevant dimensions. This is the core measurement instrument for security culture assessment.
A security awareness and training platform that tracks not just completion but engagement quality—time on task, assessment performance, and where possible, behavioral outcomes following training delivery. Integration with the simulation platform so that training results can be correlated with simulation behavior over time.
An email reporting mechanism—typically a one-click report button in the email client—that captures reporting activity with sufficient metadata to track which employees report, how quickly they report, and what proportion of their reports are true positives versus simulation responses. Reporting rate data is as important as simulation outcome data and should be captured with equal rigor.
A reporting and analytics layer that aggregates data across these tools into the security culture scorecard and dashboard views needed for both operational management and executive communication. This layer may be built into one of the platforms above or may require integration work to bring data together from multiple sources.
Organizational Context: What the Numbers Cannot Tell You
Behavioral metrics are powerful, but they are not the complete picture of security culture. Quantitative measurement should be supplemented by qualitative assessment that captures dimensions of culture that behavioral data alone cannot reveal.
Employee surveys that ask directly about security culture perceptions—whether employees feel that security is taken seriously, whether they trust the security team, whether they feel safe reporting mistakes, whether they understand why security policies exist—provide signal that is not visible in click rates and reporting rates.
Focus groups and interviews with employees across departments and roles can surface cultural friction points—specific workflows, tools, or policies that create security-behavior trade-offs that employees navigate in ways the security team is not aware of.
Observation of how security topics are discussed (or not discussed) in team meetings, onboarding processes, and management communications reveals the degree to which security culture is embedded in everyday organizational life rather than siloed in the security function.
These qualitative inputs do not replace quantitative measurement. They complement it by providing the contextual interpretation needed to understand why behavioral metrics look the way they do—and what organizational levers would most effectively move them in the desired direction.
The CISO's Mandate: Moving from Culture as Concept to Culture as Metric
The security profession has spent years arguing that security culture matters. That argument is won. Boards, executives, regulators, and insurers have accepted the premise. The frontier that CISOs now face is demonstrating that they can manage security culture with the rigor and measurability that the organization's other operational disciplines demand.
CISOs who build behavioral measurement infrastructure, develop security culture scorecards, track leading indicators over time, and communicate culture health in business terms are well positioned to lead security conversations at the executive level with the credibility and influence that effective security leadership requires.
Those who continue to describe culture in qualitative terms—as something they are working on, something they believe is improving, something that takes time—are ceding the measurement conversation to the parts of the organization that know how to quantify what they manage.
Security culture is measurable. It is time to measure it accordingly.
